StartDocumentUpload_v3

Method starts uploading a document and returns the document id.
[string] 'workstepId': The id of the workstep.
[string] 'fileName': The name of the document.
[int] 'timeToLive': The time to live of the document in minutes. '0' sets the time to live to forever.
[long] 'documentSize': The size of the document.
[xml string] 'transactionInformation': Information about the transaction.
